The Commissioner may [Subject to the regulations made in this behalf] [These words were inserted by Maharashtra 10 of 1998, Section 178(a).] grant to any person he thinks fit a licence to act as a surveyor or as a plumber for the purposes of this Act. Each such licence shall be for a renewable period of one year.

If any applicant for a licence to act as a surveyor is a licentiate of civil engineering or a person who has passed some test of professional qualification equivalent to that for a licentiate of civil engineering, his application shall not be refused by the Commissioner, except with the approval of the [Standing Committee] [These words were substituted for the words 'Member-in-Charge' by Maharashtra 27 of 1999, Section 150, (w.e.f. 23-4-1999).] and upon the ground that the applicant is unfit, through incompetency, misconduct or other grave reason, to hold such licence.
(3)
If the Commissioner refuses any application for a licence under this section he shall, at the request of the applicant, furnish such applicant with his reasons, for such refusal in writing under his signature, without charge.
