(1)
It shall be lawful for the said Chief Secretary, or other officer acting in that capacity, when any of the said payments is in arrear, to direct any [Government Officer] [These words were substituted for the words 'servant of the Crown' by the Adaptation of Laws Order, 1950.], not being a municipal authority or officer, to detain, to the extent of any payment or payments then in arrear, any moneys due or that may become due to the corporation, which he may then or thereafter have in his custody or control.
(2)
Such officer shall detain the moneys which he is so directed to detain and pay the same, as they become due to the corporation [to the officer for the time being appointed to receive [the [State] [These words were substituted for the original word by Bombay 1 of 1894, Section 4(1) the reference to the Bank of Bombay should be read as referring to the Reserve Bank of India, Bombay.] Government] dues, or into the Bank of Bombay].
(3)
The moneys so paid shall be applied in or towards satisfaction of the amount for the time being due in respect of the Vehar water works' debt or of the consolidated loan, in preference to and with priority over all other encumbrances on and claims to such moneys.
