Every direction issued under sub-section (1) shall be complied with by the person or persons to whom such direction is issued.

If any person wilfully fails to comply with any direction issued under this section, he shall be punishable with imprisonment for a term which may extend to six months or with fine which may extend to five thousand rupees, or with both.
