A Board may make provision subject to availability of funds for—

1. educational objects in a cantonment;

1. the objectives of public health and medical care;
2. works relating to water-supply, drainage and lighting;
3. the preservation, improvement and upgradation of environment,

outside the cantonment, if it is satisfied that the interests of the residents of the cantonment will be served thereby.
