Subject to any rules that may be made under this Act, every notice or order issued or made under this Act shall-

(a) in the case of a notice or order of a general nature or affecting a number of persons, be notified in the Official Gazette and also published in the locality in such manner as may be prescribed ; and

(b) in the case of a notice or order directed to an individual, [be served on such individual] [Inserted by Act 58 of 1960, Section 3 and Sch. II (with retrospective effect)]-
