(1) If the Commission is of the opinion that a combination is likely to cause, or has caused, an appreciable adverse effect on competition, it shall issue a statement of objections to the parties to the combination.

(2) The Commission may propose appropriate modifications to such combination, as it considers necessary to ensure that the combination does not cause or is not likely to cause an appreciable adverse effect on competition.
