(1) The Commission may, by notification, make regulations consistent with this Act and the rules made thereunder to carry out the purposes of this Act.
(2) In particular, and without prejudice to the generality of the foregoing power, such regulations may provide for all or any of the following matters, namely:—
- the cost of production in respect of the sale of goods or provision of services under clause (b) of the Explanation to section 4;
- the manner and form of notifying and fee for filing notice of combination under sub-section (2) of section 6;
- the manner of publication of details of the combination under sub-section (2) of section 30;
- the manner and fee for filing information under section 19;
- the salary and allowances payable to and the other terms and conditions of service of the Secretary and officers and other employees of the Commission under sub-section (2) of section 17;
- the time and place of meeting of the Commission and the procedure for transaction of business at its meetings under sub-section (1) of section 22;
- any other matter which is to be, or may be, specified by regulations.
