- A person shall not be qualified for appointment as the President of the District Commission unless he—
- is or has been a Judge of a High Court; or
- is or has been a District Judge or an Additional District Judge.
- A person shall not be qualified for appointment as a member of the District Commission unless he—
- is not less than thirty-five years of age;
- possesses a bachelor's degree from a recognised university; and
- is a person of ability, integrity and standing, and has adequate knowledge and experience of at least ten years in dealing with problems relating to economics, law, commerce, accountancy, industry, public affairs, administration or consumer affairs or is a retired officer not below the rank of District Collector or equivalent of the Central Government or State Government.
- Every appointment of a President or member of a District Commission shall be made by the State Government on the recommendation of a selection committee as constituted under section 28.
