- No court inferior to that of a Metropolitan Magistrate or a Judicial Magistrate of the first class shall try any offence under this Act.
- No court shall take cognizance of an offence under sections 88 to 91, except on a complaint filed by the Central Authority or any officer authorised by it or, as the case may be, by the District Collector as referred to in section 16.
