1. The Central Government may, by notification, make rules for carrying out the provisions of this Act.
2. In particular, and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely:—
   1. the composition of the Central Council under clause (b) of sub-section (2) of section 3;
   2. the procedure for meetings of the Central Council under sub-section (2) of section 4;
   3. the number of other Commissioners under sub-section (2) of section 10;
   4. the qualifications, method of recruitment, salary and allowances and other terms and conditions of service of the Chief Commissioner and Commissioners under section 11;
   5. the number of additional Director-Generals, Directors and other officers and employees under sub-section (2) of section 15;
   6. the manner of filing complaint electronically under the proviso to sub-section (1) of section 35;
   7. the fee payable and the manner of its payment under sub-section (2) of section 35;
   8. the number of members of the District Commission under clause (b) of sub-section (2) of section 28;
   9. the number of members of the State Commission under clause (b) of sub-section (2) of section 42;
   10. the number of members of the National Commission under clause (b) of section 54;
   11. the salary and allowances payable to, and the other terms and conditions of service of, the Registrar and other officers and employees of the National Commission under sub-section (2) of section 57;
   12. the form and manner of filing an appeal under sub-section (1) of section 51;
   13. the measures to prevent unfair trade practices in e-commerce and direct selling under section 94;
   14. any other matter which is required to be, or may be, prescribed.
