- Notwithstanding anything contained in the bye-laws of a society-
(1)
no society shall prescribe nor a member of a committee thereof shall be entitled to sitting fees, and travelling and daily allowances while touring on public business, at rates exceeding such rates as may be prescribed, and
(2)
a member of a committee of a society shall, in relation to touring on public business be subject to such condition and limitations as may be prescribed and different rates, conditions and limitations may be prescribed in relation to members of committees of different societies or class of societies.
Explanation. - For the purposes of this section "touring on public business " includes-
(a) a journey for attending any meeting of the committee;
(b) a journey in connection with the performance or any other functions of the committee;
