If a publisher fails without reasonable excuse to deliver a copy of a book in accordance with section 3, he shall, on conviction by a Magistrate of the first class, be punishable with fine which may extend to fifty rupees, and the court convicting him may direct him to deliver a copy to the authority concerned within such time as may be specified, and on failure to comply with such direction, he shall be punishable with a further fine which may extend to five rupees for each day until the book is delivered.
