(i) under section 8, [9 or 10], or sub-clause (b) of clause (A) of sub-section (2) of section 18 or sub-section (7) of section 18 to any authorised dealer; or

(ii) under section 8 or 9 to any money-changer, subject to such restrictions, conditions and limitations as may be specified in the order.
