The Central Government may make [rules] [ Inserted by Act 40 of 2007, Section 3 (w.e.f. 1.3.2008).] to carry out the purposes of this Part.

In particular, and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely:-
