Whoever contravenes any of the provisions of this Act

or the rules made thereunder shall, on conviction, be punishable—

1. in the case of a first conviction, with imprisonment which may extend to six months, or with fine, or with both;
2. in the case of a subsequent conviction, with imprisonment which may extend to one year, or with fine, or with both.
