is qualified to be a Judge of a High Court; or

has been a member of the Indian Legal Service and has held a post in Grade I of that Service for at least three years.

The Central Government shall, for the purposes of selecting the Chairperson and after members of the Board and for preparing a panel of persons to be considered for appointment as the Technical Member (Petroleum and Natural Gas) of the Appellate Tribunal, constitute a Search Committee consisting of-

(i) Member, Planning Commission in charge of the

(ii) Secretary to the Government of India, Ministry of

(iii) Secretary to the Government of India, Ministry of

(iv) Secretary to the Government of India in charge of

(v) Secretary to the Government of India, Department
