.-The Central Council shall-
- appoint a Registrar who shall act as the Secretary to that Council and who may also, if deemed expedient by that Council, act as the Treasurer thereof;
- appoint such other officers and servants as that Council deems necessary to enable it to carry out its functions under this Act;
- require and take from the Registrar, or any other officer or servant, such security for the due performance of his duties as that Council may consider necessary; and
