- Whoever, without lawful excuse, the burden of proving which shall lie upon him -

1. fails to appear in compliance with a notice issued under Section 5, Section 7, or
2. intentionally omits to furnish any information required under either of those sections, or
3. when required to furnish information under either of those sections, furnishes as true any information which he knows or has reason to believe to be false, or
4. refuses to allow his finger-impressions, photographs and footprints to be taken by any person acting under an order passed under Section 9;
