.-(1) [An owner unless exempted under sub-section (3) of section 4 of the Act shall contribute] [ Substituted by G.S.R. 391(E), dated 23-4-1993, for " An owner shall contribute " (w.e.f. 29-4-1993).] to the Environmental Relief Fund a sum equal to the premium payable to the insurer.

(2)Every contribution to the Environmental Relief Fund under sub-rule (1) shall be payable to the insurer, together with the amount of premium.
