(1)
The manner in which the business of the board or a committee shall be considered, the staff required therefor and its conditions of service and the removal of members thereof shall be determined by rules made by the State Government.
(2)
No member of the board or a committee shall participate in the discussion of or vote on a matter coming up before the board or such committee, if such matter relates to a public trust representing a particular religion and such member is not a person professing the religion.
