(1)
The Government may constitute as many Tribunals as may be necessary for the purpose of this Act.
(2)
Each Tribunal shall consist of one or more persons possessing such qualifications as may be prescribed:
Provided that at least one person shall be a judicial officer not below the rank of a Subordinate Judge.
(3)
Each Tribunal shall have such jurisdiction and over such area, as the Government may, by notification, from time to time, determine.
