(a) on any application, appeal or reference made under this Act to the Chief Judge of the Small Cause Court; and
(b) previous to the issue, in any inquiry or proceeding of the said Chief Judge under this Act, of any summons or other process:

The [ [State] [The words 'Provincial Government' were substituted for the words 'Governor-in-Council' by the Adaptation of Indian Laws Order in Council.] Government] may from time to time by a like notification determine by what person any fee prescribed under clause (a) shall be payable.
(3)
No application, appeal or reference shall be received by the said Chief Judge, until the fee, if any, prescribed therefor under clause (a) has been paid.
