- To aid the Commissioner and Assistant Commissioners in carrying out the provisions of this Act, the State Government may appoint Inspectors and other subordinate officers and servants with such designations, and assign to them such powers duties and functions under this Act or the rules made thereunder or under other enactment fore time being in force, as may be deemed necessary :

Provided that the State Government may, by general or special order and subject to such conditions as it deems fit to impose, delegate to the Commissioner and the Assistant Commissioners the power to appoint such subordinate officers and servants as may be specified in the order.
